What is a federal government shutdown?

A federal government shutdown happens when Congressional leaders do not agree on a budget and do not pass funding legislation. For workers in federal government buildings, it means some government work stops, and workers might not get paid. A government shutdown can be especially tough for 32BJ members who clean offices, secure buildings, or provide services at places like airports. It also means families risk losing pay and access to crucial services, making it tough for everyone.

What you need to know

In 2018-2019, a partial federal government shutdown cost our country a staggering $11 billion, according to the Congressional Budget Office. We can expect that number to be exponentially higher today, especially if the entire federal government shuts down. That’s why 32BJ members and our allies are asking Congress to recognize what is on the line for thousands of workers and their families.

To avert a government shutdown on October 1, Congress must pass a measure to continue funding the government and the President must sign it.

If a resolution is not reached by midnight on September 30, a government shutdown will happen and will likely affect workers contracted by the Federal Government across our jurisdictions including Washington DC, Maryland, Virginia, New York, New Jersey, Pennsylvania and Massachusetts.

32BJ is monitoring the situation. We are fighting as hard as we can for our members to help prevent a shutdown.

Who will be affected by a government shutdown?

A federal government shutdown hurts all working families. 32BJ members, including cleaners, security officers and Veterans Administration staff, know firsthand how a government shutdown affects us all. Whether you clean government buildings or support military families, a shutdown hurts working people and their communities, no matter their race, occupation, or ZIP code.

Approximately 544,000 federal contractor employees, including many 32BJ members, found themselves without work during the 2019 government shutdown. If there’s another shutdown, workers responsible for cleaning and providing security and food services in federal buildings, courthouses, landmarks, and airports would face another period without pay, with little chance of receiving back pay. In an extended shutdown, they could lose their health insurance benefits after being furloughed for just 30 days.

What happens next

32BJ is monitoring the situation and we are prepared to fight as hard as we can as we always do for our members if a shutdown appears unavoidable. The good news is that Democrats continue to be committed to keeping the government open.

This shutdown could affect many 32BJ members, particularly in Washington D.C., Maryland, Virginia, Philadelphia, New York, New Jersey and Massachusetts.

Members should direct any questions to their supervisor about reporting to work. Unless directed otherwise, members should report to work.

If members hear from management that their site will be affected, they should call their union rep to inform them.

While some employers have distributed back pay, they are not obligated to. 32BJ continues to push legislation that allows for repayment of your lost wages. We will update you with any progress. Note: if you have collected unemployment during your furlough, you may need to pay some or all of it back if you receive back pay.

Many credit card companies and utilities will make arrangements for reduced or deferred payments for furloughed workers during a government shutdown. Contact your creditors and utility companies right away to avoid default. Sample letters can be found here.
