On March 11, 2026, Baltimore City Council passed the Security Officers Compensation Bill (Council Bill 25-0116) that will help address a wage and benefit crisis plaguing the private security industry, where officers were making as little as $15.80.
 In the wake of last year’s tragic Manhattan shooting, where 32BJ security officer Aland Etienne paid the ultimate price, 32BJ is working to pass local legislation to make sure that all security officers have a pay and benefits standard that honors their work. Baltimore is one of the first cities to adopt such a standard!

What it does:

  • Amends Baltimore’s minimum wage law to add new wage and benefits
    requirements for security officers.
  • Outlines a broad definition of who the ordinance covers; most all security offiers.   
  • Determines the standard minimum wage rate each year using federal and city employees standards as a guideline.

The wage rate will be determined in July of each year and take effect the following January 1st.
