- Federal - $17.8 Million in Security Training Program Funding
· Rep. Charles Rangel is leading an effort by the New
York Congressional delegation to obtain $17.8 million to train
Private Security Officers and Building Service Workers (Residential
and Commercial)
$10.1 Million:
Four Hours of Security Awareness Training for 54,000
Residential and Commercial Building Service Workers
- $5.2 Million for 28,000 Residential Building Workers
- $4.9 Million for 26,000 Commercial Building Workers
- State -- Industry Tax Credit to Encourage Responsible Security
Practices
- Issue: Many real estate owners want to improve the
quality of security in their buildings, but marketplace pressures
keep standards down. We need to reward owners who are willing
to take the first steps to making our cities safer.
- Solution: The Security Training Tax Credit provides
financial incentives for owners who provide their security
officers with more training and higher wage and benefit standards,
so they can stay competitive.
- More Training: Participation in a state-approved
40 hour security training program that includes three hours
of terrorism preparedness training.
- Higher Wage Standards: Establishment of livable
wage floors or minimums in each of the next three years
to reduce turnover, thus maximizing the benefits of improved
training
- Local - Greater Say for New York City in Setting Security
Standards
- Issue: One of the barriers to raising standards is
a New York State law written before the 1993 World Trade Center
attack which requires only 8 hours of pre-employment training
and just 16 hours of on-the-job training. Making matters worse,
many security companies are not meeting these modest requirements.
- Solution: On November 23, the City Council adopted
a resolution introduced by Peter Vallone Jr., calling on the
state to recognize New York City as a major terrorist target,
and to allow the City to mandate higher security standards,
including training and certification.
